Çѱ¹YWCA¿¬ÇÕȸ(ȸÀå ÇÑ¿µ¼ö)°¡ 6¿ù 26ÀϺÎÅÍ ³ªÈê°£ ÀÌÈ­¿©´ë¿¡¼­ °³ÃÖÇÑ ‘2019 ¾Æ½Ã¾ÆYWCAÁö¿ªÈ¸ÀÇ’¿¡ Âü°¡ÇÑ 12°³±¹ ¾Æ½Ã¾ÆYWCA´Â °¢±¹¿¡¼­ÀÇ °¡»ç³ëµ¿ÀÌ °øÅëÀûÀ¸·Î ³·Àº »çȸÀνİú ÀúÀÓ±Ý Á÷Á¾¿¡ ¸Ó¹«¸£°í ÀÖÀ½À» ÀνÄÇϰí, °¡»ç³ëµ¿ÀÚµéÀÇ ³ëµ¿±Ç º¸È£¸¦ À§ÇÑ °áÀǹ®À» äÅÃÇß´Ù.

ILO¿¡ µû¸£¸é Àü ¼¼°è¿¡¼­ Ȱµ¿ ÁßÀÎ °¡»ç³ëµ¿ÀÚ´Â ¾à 6õ7¹é¸¸¿© ¸í, ÀÌ °¡¿îµ¥ ¾à 1õ¸¸¿© ¸íÀÌ ¾Æ½Ã¾Æ¿¡¼­ Ȱµ¿ ÁßÀÎ °ÍÀ¸·Î Ãß»êµÈ´Ù. ÀÌµé °¡»ç³ëµ¿ÀÚÀÇ 80%ÀÌ»óÀÌ ¿©¼ºÀÌ´Ù. ±×·¯³ª Çѱ¹À» ºñ·ÔÇÑ Àü ¼¼°è °¡»ç³ëµ¿ÀÚµéÀº ºñ°ø½Ä³ëµ¿¿¡ ¸Ó¹«¸£¸ç ¸¹Àº ±¹°¡µé¿¡¼­ ¹ýÀûº¸È£¸¦ ¹ÞÁö ¸øÇϰí ÀÖ´Ù.

ƯÈ÷ ½º¸®¶ûÄ«, Çʸ®ÇÉ, ³×ÆÈ, Àεµ³×½Ã¾Æ µî ¾Æ½Ã¾Æ ±¹°¡µéÀº ¸¹Àº ÀÌÁֳ뵿ÀÚ¸¦ ¹èÃâÇÏ´Â ±¹°¡µéÀ̸ç, ÀÌ ³ª¶óÀÇ °¡»ç³ëµ¿ÀÚµéÀº ¼¼°è °æÁ¦¿Í »çȸ¿¡¼­»Ó¸¸ ¾Æ´Ï¶ó °¢ÀÚÀÇ ³ª¶ó °æÁ¦¿¡µµ ¸Å¿ì Áß¿äÇÑ ¿ªÇÒÀ» Çϰí ÀÖ´Ù. ±×·³¿¡µµ ¾Æ½Ã¾Æ ±¹°¡µé Áß È«Äá, ¸»·¹À̽þÆ, Çʸ®Çɸ¸ÀÌ ³ëµ¿¹ý¿¡ °¡»ç³ëµ¿¿¡ ´ëÇÑ ±ÔÁ¦¸¦ Æ÷ÇÔ½Ã۰í ÀÖÀ» »ÓÀÌ´Ù.

¶ÇÇÑ Áö³­ 2011³â 6¿ù ILO¿¡¼­ ‘°¡»ç³ëµ¿ÀÚ¸¦ À§ÇÑ ¾çÁúÀÇ ÀÏÀÚ¸®Çù¾à(ILO 189È£ Çù¾à)’À» äÅÃÇß´Ù. ILO¿¡¼­´Â ÀÌ Çù¾àÀ» ¹ÙÅÁÀ¸·Î °¢±¹ Á¤ºÎ¿¡ ¹ýÁ¦µµÀû º¸È£¸¦ ¿äûÇßÀ¸³ª 9³â¿©°¡ Áö³­ ¿À´Ã³¯ ILO ȸ¿ø±¹ 187°³±¹ Áß ¾Æ½Ã¾Æ¿¡¼­´Â Çʸ®Çɸ¸ ºñÁØÇßÀ» »ÓÀÌ´Ù. Çѱ¹Á¤ºÎ¸¦ ºñ·ÔÇÑ ¸¹Àº ³ª¶óµéÀÌ ºñÁØÀ» ¼­µÎ¸£Áö ¾Ê°í ÀÖ´Ù.

YWCA´Â Àü¼¼°è 120°³±¹¿¡ ȸ¿ø±¹À» µÐ ±¹Á¦Á¶Á÷ÀÌ´Ù. ¿ì¸®´Â Çѱ¹Á¤ºÎ°¡ ¼±Áø±¹À¸·Î¼­ °³¹ßµµ»ó±¹°¡¸¦ °ßÀÎÇÏ´Â ¿ªÇÒÀ» ¼öÇàÇØÁֱ⠹ٶõ´Ù.

-to Protects Domestic Workers Legally-

Currently there are at least 67 million domestic workers worldwide, not including child domestic workers. This number is increasing steadily in both developed and developing countries. while more than 80 % of all domestic workers are women. They work for private households, often without clear terms of employment. Since they are unregistered, they are often excluded from the scope of labour legislation.

Currently, domestic workers often face very low wages, excessively long hours, and no guaranteed rest days. they are not only vulnerable to physical, mental and sexual abuse but also unfairly restricted from leaving their work place. Exploitation of domestic workers can partly be attributed to gaps in the national labour and employment legislation, which often reflects race and gender based discrimination.

In June 2011, ILO delegates adopted the Domestic Workers Convention, 2011 (No. 189) and Recommendation (No. 201). These are a historical set of international standards aimed at improving the working conditions of tens of millions of domestic workers worldwide.

The new ILO standards aims to protect domestic workers who care for families and households around the world. It states that domestic workers must have the same basic labor rights as other workers such as, work hours, rest days, payment, clear information on the terms and conditions of employment, and respect for the fundamental principles and rights at work..

ILO Convention 189 has long been a desire of domestic workers from all around the world.

As of 2019, the International Labor Organization recommends ratification of the "Convention concerning decent work for domestic workers"(ILO Convention No. 189). However, there has not been a follow up protocol completed for each country.

We are representatives from 12 Asian countries participating in the '2019 Asia YWCA Regional Conference'. Participants in the '2019 Asia YWCA Regional Conference' would strongly suggest the following action for domestic workers.

We ask the Korean government to:

First, All the asian countries including the Korean government should ratify the "Convention concerning decent work for domestic workers(ILO Convention No. 189)" adopted at the 100th International Labor Conference.

Second, the Korean government should pass ‘Labor Act of Employment Improvement for Domestic Workers’ as soon as possible to protect domestic workers estimated to be about 300,000 in Korea.

The YWCA is an international organization with offices in 120 countries.

We want the Korean government to play a important role in making a better world as a developed country.
